Adobe released the Portable Document Format publicly in 1993, alongside the first version of Adobe Acrobat — the software to create and read these new files. The technology built on PostScript, Adobe's existing page-description language used in professional printing, which already solved the "looks the same everywhere" problem for print — PDF adapted that reliability for on-screen viewing and file sharing.

Early PDF had real limitations by modern standards: no support for external links, no way to embed fonts reliably in every case, and the reader software (Acrobat) was commercial, which limited how many people could actually open a PDF even if they received one.

For its first 15 years, PDF was Adobe's proprietary format — Adobe controlled the specification, even though it was published and widely implemented by other companies. In 2008, Adobe submitted PDF to the International Organization for Standardization, and it became ISO 32000-1, an open, vendor-neutral standard.   • Adobe's free reader strategy meant PDF had the largest practical audience of any competing format almost from the start.
  • Becoming an open ISO standard removed the single-vendor-lock-in concern that eventually killed or marginalized several competing proprietary formats.
  • Broad software support — as PDF became the expected format, virtually every operating system and browser added native PDF viewing, removing the last friction point (needing separate software at all).
