Only if the scanned PDF already has a text layer (for example, from OCR). A pure image scan with no embedded text will show a word count of zero — run it through an OCR tool first to add a searchable text layer.
What counts as a "word"?
Any sequence of characters separated by whitespace, matching how most word processors count words.
