PDFs store rotation as one of four values: 0°, 90°, 180°, or 270°. Each represents a clockwise rotation from the default orientation. When you rotate a page 90° clockwise, the stored value changes from 0° to 90°. Rotate it again and it becomes 180°, and so on.

Rotating a Scanned PDF: Special Considerations

Scanned PDFs are images embedded in a PDF wrapper. The rotation tool works on them the same way as text PDFs — the image is reoriented without re-encoding, so there is no quality loss.
